Condition is used and fully functional. There are surface scratches/blemishes that do not affect operation (see photos for details). Comes with scanner and standard antenna. Powered by 2 AA batteries (not included). "All Loc Out" currently displays because I have factory reset the scanner. Manual PDF is available with a Google search.
